Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
Steam the cauliflower florets until tender, about 8-10 minutes. Drain well and allow to cool slightly.
Once cooled, place the steamed cauliflower in a clean dish towel and wring it out to remove as much moisture as possible.
In a large mixing bowl, combine the drained cauliflower, shredded cheddar cheese, almond flour, grated Parmesan cheese, eggs, garlic powder, onion powder, salt, and pepper. Mix until well combined.
Use your hands to form the mixture into small tater tot shapes and place them on the prepared baking sheet.
Lightly spray the tops of the tater tots with cooking spray or brush with olive oil for extra crispiness.
Bake for 25-30 minutes, turning halfway through, until the tots are golden and crispy on the outside.
Remove from the oven and let them cool for a few minutes before serving.
