Bring a pot of water to a boil and cook the ramen noodles according to package instructions. Drain and set aside.
In a large skillet over medium heat, melt the butter. Once melted, add the minced garlic and sauté for about 1-2 minutes until fragrant, being careful not to burn it.
Pour in the heavy cream and vegetable or chicken broth. Stir well to combine, and let the mixture simmer for about 3-4 minutes to thicken slightly.
Add the soy sauce and mix well. Taste and adjust seasoning with salt and pepper. If you like it spicy, add chili flakes at this stage.
Add the cooked ramen noodles into the skillet with the creamy sauce. Toss well until the noodles are evenly coated with the sauce.
Plate the creamy garlic butter ramen in serving bowls.
Top with sliced green onions and a sprinkle of sesame seeds for added flavor and crunch.
