Bring a pot of water to a boil and cook the ramen noodles according to package instructions (usually about 3-4 minutes). Drain the noodles and set them aside.
In the same pot, melt the butter over medium heat until bubbling.
Add the minced garlic and cook for about 1-2 minutes, stirring constantly, until fragrant and slightly golden (be careful not to burn it).
If you're using red pepper flakes for heat, add them to the garlic butter now and sauté for an additional 30 seconds.
Stir in the cooked ramen noodles, ensuring they're coated with the garlic butter mixture.
Add the soy sauce, sesame oil, salt, and pepper, tossing the noodles until everything is well combined.
Remove from heat and fold in the sliced green onions.
Serve immediately, garnished with fresh cilantro or parsley if desired.

Feel free to adjust the spice level by adding more or less red pepper flakes.
